National Police Chief General Listyo Sigit Prabowo explained the chronology of the Kanjuruhan Malang tragedy after the Arema FC v Persebaya Surabaya match on October 1-2, 2022, which killed 131 people.
"Based on the results of the team's examination and deepening, there are several things that I must convey as part of the chronology," said the National Police Chief during a press conference, Thursday night, October 6, 2022.
On 12 September 2022, the Arema FC Organizing Committee sent a letter to the Malang Police regarding a request for a recommendation for the Arema FC vs Persebaya match to be held on 1 October 2022 at 20.00 WIB.
However, the Resort Police asked the committee to change the schedule to 15.30 WIB due to security considerations. However, this was rejected by PT Liga Indonesia Baru (LIB) for reasons of problems with broadcasting live broadcasts and economic losses.
Arema FC vs. Persebaya match runs at 20.00 WIB with a 3-2 suspension for Persebaya's victory. Supporters then entered the field after the match so that the security forces deployed four barracuda units for Persebaya officials and players.
“The evacuation went smoothly for almost an hour because there was an obstruction from the crowd. However, the evacuation led by the Malang Police Chief went smoothly," he said.
While inside the stadium, more and more spectators entered the field so that the security personnel used their full strength, including to secure Arema FC goalkeeper Adilson Maringa.
"To prevent more spectators from taking to the field, some personnel fired tear gas," he said.
There were 11 personnel firing tear gas into the south stand with seven shots, the north stand with one shot, and three shots into the field.
"This is what makes the audience, especially in the stands, panic and then try to leave the arena," he said.
The crowd then tried to get out at doors 3, 11, 12, 13 and 14. However, 14 doors that should have been opened five minutes before the game ended were not fully open. At that time the door had not been fully opened or only opened 1.5 meters and the steward who was supposed to guard the door was not in place.
"Based on Article 21 of PSSI's safety and security regulations, the steward should be on the spot, but not at the door at the time," said the National Police Chief.
Then, there is an iron cross that prevents large audiences from passing through the door. In the end, the audience jostled at the door for nearly 20 minutes.
"That's where many victims emerged with broken bones, trauma, fractured heads, and some died of asphyxia," said Listyo.
Based on the results of the crime scene and investigation, PT LIB apparently did not verify the stadium used. However, PT LIB uses the verification results in 2020.
Then, the Arema FC Organizing Committee also did not prepare an emergency plan to sell tickets that should have been only 38 thousand, but sold 42 thousand.
Three police personnel ordered the tear gas shooting, namely the East Java Police Mobile Brigade Company Commander AKP Hasdarman, Malang Police Samapta Head AKP Bambang Sidik Achmadi, East Java Brimob Platoon Commander Aiptu Budi Purnanto. There were 11 personnel who fired tear gas inside the stadium.

In this case, the six suspects were charged with Article 359 and Article 360 of the Criminal Code concerning Negligence. In addition, they were also charged with Article 103 Juncto Article 52 of Law Number 11 of 2022 concerning Sports.
The six suspects are Director of PT Liga Indonesia Baru (LIB) Akhmad Hadian Lukita, Chair of the Organizing Committee for the Arema FC match Abdul Haris, Security Officer Suko Sutrisno, Commander of Company III Brimob of East Java Police AKP Hasdarman, Head of Ops Police Malang Wahyu SS, and Head of Samapta Polres Malang . Deputy Commissioner of Police Bambang Sidik Achmadi.
